Validation modules has unecessary transitive dependencies

Validation depends on directory and shapefile modules without scope, thus these
deps are transitive. Bad, because these are just needed for testing. They
should be declared with "test" scope. This makes the directory data store be
included in Geoserver releases, and we want to exclude it.
