StreamingRenderer over-generalizes geometries

Current implementation of streaming renderer overly generalizes geometries. 
This is visibile only when antialiasing is turned off, see for example thi 
image:

There are two white pixels on the borders of Illinois and Indiana.

We can have multiple approaches to handle this:
* if antialiasing is set, reduce the decimation distance (I thinik
* make decimation distance user configurable
