The Geotools projection code is derived from Proj.4, and the above-cited page
said:
"PROJ.4 does not support a latitude of natural origin other than the equator."
It may be easy to add this support in Geotools if we know what we are supposed
to do with this latitude of origin. Is it just a latitude offset, like
"longitude of origin" is a longitude offset? If someone is up for investigating
that we could fix.
