I feel your pain and ask for a little more patience. Geoserver is an 
application with users, users that are not programmers, and only 6 
months ago was still totally stuck on Geotools 2.2.x.
On April 13 we had the first release based on 2.3.x.
We're catchin up as fast as we can.

On the other side, applications like Geosever will always target two
geotools branches, because of the nature of Geotools. Too many changes
from one release to the other mean that we need to keep trunk for
the experimets, and a stable branch targeting the last stable Geotools,
to address new features that are less risky and do not require Geotools
major changes.

Or between the RC and the final. But yeah, it's pretty much high on the
list of things I would like to see fixed, I just gave up since at the 
moment I cannot get a week to spend and understand referencing inside 
out, and thus become a bit more self-sufficient.
