The first looks like validation/graph indeed. You can setup your "unsupported" module for the time being. You just need to outline what you want to do and have a positive vote from one PMC member on the inclusion of your module in the "unsupported" section, and then you'll get svn committ access. From there, you can start developing your module and eventually bring it up to a supported level (http://docs.codehaus.org/display/GEOT/Supporting+your+module).
