The refractions build box is hitting this... but has been failing on 
"org.geotools.gce.image.WorldImageReaderTest <<<<<<<< FAILURE" for some 
time...

Not sure if this is a jai version conflict (we upgraded to 1.1.3 a while 
back), or if the tests are flakey.
