I agree that ideas (and details) shape up better when trying to actually
code something. A short lived branch to try out some design seems like a
good solution to me.
Changing stuff during the actual implementation is also inevitable, but
should be limited somehow: if we vote on something, the changes that
pop up during implementation should be... well... implementation details 
  or minor design changes.
If all the stuff get changed in its meaning and fundamental structure,
then it's not more what was voted upon, and a new vote should be
called, otherwise we setup a way to make the change process useless...
