The modules/library/metadata modules is not only about metadata. It is also
about some utilities. Those utilities package are slowly growing. Should we
extract the following packages out of "metadata" and put them in a new "util"
module?
org.geotools.util
org.geotools.resources (invisible to users)
org.geotools.math
org.geotools.io (contains only basic I/O utilities)
org.geotools.factory
