Release 2.4-M4 continues the regular progress towards the 2.4 stable
release. Notable in the release are:
* This release leverages recent changes in the GeoAPI 2-1-M6
milestone release, most of which will be proposed for formal
inclusion in GeoAPI during the July Paris meeting of the OGC.
* The Referencing factory system has been refactored to allow for
highly concurrent use.
* Numerous bug fixes.
