I noticed you wrote 'FilterSplitter : a FilterVisitor that splits a
filter into two filters, isolating spatial restrictions from other
attribute restrictions.'
In GeoTools there is already a generic way to split filters:
http://svn.geotools.org/geotools/trunk/gt/modules/library/main/src/main/java/org/geotools/filter/visitor/PostPreProcessFilterSplittingVisitor.java
You provide it with a FilterCapabilities, and I think for your case you
could just make a capabilities that only has the spatial restrictions.
If possible it'd be good to use that code, so we don't have code
duplication with things that do very similar actions.
