Fix For: 2.4.0
to implement the new feature model some methods need to be changed. to follow a
cycle of deprecation we need to add the new methods and deprecate the old ones
for 2.4.
Methods to add:
* String AttributeType.getLocalName()
* Class AttributeType.getBinding()
* Geometry Feature.getPrimaryGeometry()
* Geometry FeautreType.getPrimaryGeometry()
Methods to modify:
* Envelope Feature.getBounds() to RefernecedEnvelope Feautre.getBounds()
