Split org.geotools.util and its friends in a GT2 "util" module

The {{metadata}} module contains some utilities packages that are not directly
related to metadata:
* {{org.geotools.factory}}
* {{org.geotools.io}}
* {{org.geotools.math}}
* {{org.geotools.resources}}
* {{org.geotools.util}}
Those packages were initially small, and located in the {{metadata}} module
because we though that they were too small to deserve their own module and
{{metadata}} is simply to first module in current Geotools dependencies chain.
However those packages have growth, especially {{org.geotools.util}}, and may
now be big enough to deserve a separated module.
An other reason for making this split is that such module may be of some use in
independant projects like {{imageio-ext}} that don't want to depend on geomatic.
Whatever {{org.geotools.factory}} should be included or not in the {{util}}
module remain to be decided, since this package is more closely related to
geomatic than other packages.
