Right now, schema parsing resolves referenced imports and includes both by
relative and absolute paths. When absolute URLs are found, the schema is
fetched from the remote resource, becoming a bottleneck. This is going to show
up more often now than OGC policy is to reference schemas by absolute URLs, so
its needed to use local cached copied of them, and an oasis catalog is just a
perfect fit.
