when xsd cannot "resolve" the location of an import or include it dies
miserably with an exception that gives you no information, see GEOT-1635 for an
example. It should be possible to pre-parse the schema to determine if all the
locations will be be resolved propertly, and if not give a useful error message
indicating which the bad import was.
