Commited on trunk as of revision 29001. I verified that GeoTools build fine - I
hope it will not be too much disturbance for uDig/GeoServer. Users need to
replace:
String overviewPolicy = ...
by
OverviewPolicy overviewPolicy = ...
I did those changes on GeoTools.

Yes... I had "enum" ready to commit so I commited it like that, but of course
Andrea can freely change as he wish. The choice between "enum" and "code list"
depends if the code using it is prepared to handle an open ended set. Andrea
know better. In doubt, a closed-ended set is safer, and Andrea can open it if
doing so is safe.
