I believe the proposal process allows for someone to give a negative 
vote, and as long as they give constructive feedback (which i did), the 
proposal writer should incorporate it unless there is overwhelming 
opposition. And this case there was none. I believe Andrea and Jody even 
agreed. So I guess i am really just confused.
