Shapefile datastore should be able to notice if the underlying dbf structure 
has been changed

The feature type is determined once and then cached. Yet, someone might change 
the .shp or .dbf files under the datastore's feets (this happened with a user 
of geoserver).
The datastore should be able to notice the change and update the feature type 
(that is, when the feature type is needed, check the last update date of the 
files).
