One slight bit of feedback, on naming - is 'offset' the name that the
element in WFS 1.2 Query is going to be? I think many of the other
properties of Query are taken from the WFS spec, so it might be nice to
have this also be in line with it. I couldn't find the wfs 1.2 spec,
even in the members section, but you could just ask Peter what the
property will be. Of course it's not a huge deal at the geotools level,
but we should figure it out for the geoserver level.
Other than that the proposal looks great.
