As I recall, it avoids implementation details like the plague. It does provide some suggestions as to how to categorize various services (I do not believe these are normative, though.) (JSR-208) They cleverly gave it a crappy name. It is, however, "final" and you can download the reference implementation of the framework from the JCP site. Perhaps there are even commercial implementations by now. In any case, if you adopt JSR-208, then you trade implementing your own SOA framework for creating another dependency, and you can concentrate on just writing services.
