Apparently I may of answered your question wrong; the "free" developer version you can download (whatever it is called) will do fine for your tests. In the past we have had oracle work against Locator and against the full Oracle Spatial; no idea how recently that has been tested ... so you may need to patch the code a bit.
The Oracle code is "stable" as in it is not changing; but also unmaintained in that we don't have someone to directly answer your questions and oracle database for nightly tests to run against. So this makes your feedback all that more important to us ... so send email telling us what works.
