WMS test failing if DMSolutions WMS server is not online

Building gt2 2.4.x today I got the following failure in the WMS module:

The test should not fail, just be skipped under these conditions.
The module maintainer in the pom is Richard Gould, but since he's not working
with us anymore, I'm assigning this one to a RR person... Jody, it's up to you
to decide if this one is still maintained or if we should move this module into
the unsupported land.
