Oracle datastore does not properly encode Filter.include and Filter.exclude

In most databases the equivalent of each is "TRUE" and "FALSE", but in the case 
of Oracle, there is no boolean data type, so they need to be encoded as "1 = 1" 
and "1 = 0" respectively instead.
There is also the issue that filters reach the encoder with redundant 
structure, like "INCLUDE and INCLUDE and geom bbox xxyy" but that's another 
story.
