You need to send an email to the list asking; get a thumbs up from a PMC 
member; and fill in some paper work for OSGeo ...
The instructions (with an example) are in the developers guide.

The guidelines etc only start to apply when you would like your module 
included in the main library.

GeoTools releases on its own timeframe; as people need a release. If you 
are happy with your module make sure it is included in the release.
