I guess the version you have is not the most updated one.
A more recent version is available here:

Some sections of this document come from the previous version, therefore we
need to revise some text, but the interesting part is the trees of
nodes/attributes. Due to some lacks in GML-JPEG2000 we have introduced some
CRS information from other OGC specifications. Let me know your comments
about the structure.
