You are right, S57 will be an need for the forseeable future, kind of
depends on what your focus is here I guess.

The interesting thing I observed when working with S-57 is that the
normative spec is a word document, and there are inconsistencies in the data
content, so efforts to come up with a databased Feature Type Catalogue have
to make assumptions and fixes. Presumably you'd need to drive your object
model from something, just be careful. I suspect people have just used the
reference data sets to re-interpret spec issues. S-100 was partly driven by
the need to make it correct, and extensible. Whether GML encoding is the
one-and-only format, using GML at least forces validatable consistency. It
would be better with a pure model-driven approach.
