We need to perform a providence review (ensure the headers are correct and that
we can distribute the code) prior making the image-moasic-jdbc module available
for release as part of the geotools download.
This kind of review is to be met as part of our use of the (C) OSGeo Foundation
headers; it is something we should of been doing for years.
