gce tests are excluded, enable them now that they're rolled back to prior
command-queue state.
Also, allow enabling the arcsde java api dependencies through the -Parcsde
profile, keep the version being selected through the -Dsde.version property
ie:
{{$mvn install -Parcsde -Dsde.version=9.3}}
