Hi Justin,

I see 2.5.3 is already tagged but there's no 2.5.4 version added to JIRA yet, 
so any new issue we're creating while 2.5.3 is released has no good place to 
go imho.

I know the policy is to move all pending issues from 2.5.3 to 2.5.4 (creating 
2.5.4) at the time of releasing, but given there seem to be quite a gap 
between tagging and releasing I think the next version in jira should be 
created at the time of tagging. what do you think?
