Rewrite the data store so that:
- it's namespace aware
- it keeps a lazy cache of delegate data stores
- it can handle delegate datastores with minimal requirements on them,
basically only asking them to be able and open a url/file
- it can detect changes in the directory and reconfigure the list of available
data stores accordingly
Make it well tested as well.
