I will wrap up my contribution to this thread with an amusing story ... 
just so you know you are not alone.

When I first started with the GeoTools community they ad 1.5 build 
process; an ant build process which hated me; and a maven 1 build which 
was supposed to work.

And I was to shy to complain bitterly! (good thin you are not so shy Landon)

Every day for a month I would run cvs and grab the latest
and then run maven 1

did we mentioned that maven 1 was almost a proof of concept  of this 
repository idea

indeed I am not sure it was ever supposed to be used

it used like 5 internal scripting languages; some of them like velocity 
seemed to be devoted to making web pages rather than building files

In any case I would try a build every day, and get the same failure.

Eventually I asked; and the answer was ....


... it always fails the first time; you have to run it twice.

WTF?

Needless to say working on the developers guide became my first 
contribution.
