Image Pyrimid fails if individual tiffs do not match prj

I am looking over a nice image pyramid that was running with GeoServer 1.6
(geotools 2.4?) and now fails with a bursawolf exception under GeoServer 1.7.3
(geotools 2.5.4). It turns out these tiles were produced with gdal; and the
metdata reported by gdal info is incorrect (ie does not match what the image
pyramid prj file has going on.
The failure produced is a bursa wolf parameters required exception.
The trivial workaround is to fix all the image files; however the regression
should be noted.
