The reason we are trying the images is because we want to be able to render multiple routes that overlap on the same segments side-by-side so all the routes are visible at once. Using images allows us to be a little tricky in that we can add a certain number of transparent pixels to the tops or bottoms of the image to basically make the image path look offset. Then each path will have a different offset and they will line up side-by-side and be all visible. But I don't know how we could offset dashed lines. I did not see any such feature for regular strokes or dashed ones in the SLD spec. Only labels had a displacement option. So without the ability to offset a stroke/line (which would likely be the best approach for this desired result) or at least some way to fake it like we tried with images, I don't know how we can show 4 paths that all overlap.
