https://lists.sourceforge.net/lists/listinfo/geotools-devel As to answer your question, yes those classes have moved because they were quite unstable, untested, and really more of an experiment that did not really belong in the core the library. As for getting the unsupported jars, they are not typically released, so you won't find them in the downloaded release.
