Maybe there is some confusion between the GeoServer PSC and the GeoTools PMC. The former has some size indication, in particular, minimum 5 member (but no hard maximum, thought it is suggested to keep it around 7, and possibly an odd number): http://geoserver.org/display/GEOSDOC/0+Project+Steering+Committee The GeoTools PMC page is here: http://docs.codehaus.org/display/GEOT/4+Project+Management+Committee and in fact there is no set size for it. I personally find the GeoServer directions sensible, voting is easier when the number of people is small, but not too small. For a project with 90+ modules the current 5 members is certainly a bit small, hard to get enough people to cover all point of views, yet going over 7 may make things hard to manage. Anyways, this is my personal opinion. Once we have the PMC back in shape we can make a improvement proposal to provide more details and expectantions on the PMC itself, eventually borrowing some of what worked for GeoServer.
