org.geotools.data.Parameter constructors for mandatory parameters are setting

For org.geotools.data.Parameter (api module) the docs state that all of the
constructors other than the all-args one create a mandatory parameter. But, in
fact, they all set the 'required' field to false. Am I missing something
obvious ?
