Maven cannot download SNAPSHOT versions of plugins

Main pom.xml is not configured to download SNAPSHOT versions of plugins from
OpenGeo (e.g., cannot download jar-collector-2.6-SNAPSHOT.jar). It seems that
it is still trying to download them from OSgeo. Mind that this is only for
PLUGINS (the <pluginRepositories> tag). Patch fixes it to point to the OpenGeo
repository.
