He was, now he's working on a fork of GeoTools named GeoToolkit. The pom you refer to probably are the 2.5.x one, where the module reassignment process did not occur. I'm supposed to be the new referencing maintainer, sorry for the late reply, I'm currently swamped by other stuff as well, but I'll try to look at your patch as soon as possible.
