Ben Caradoc-Davies reopened GEOT-2586:

This change breaks the build in Eclipse because there are multiple versions of
the JSR-275 jar on the classpath. Maven has these in a different order so
builds OK. Depending on classpath order is very nasty.
Reverting this change fixes the issue.
