The implementation of checkDBType( params ) prevents the use of
PostgisNGDataStoreFactory if both implementations are present.
Code using PostgisNGDataStoreFactory.DBTYPE.sample as a good value to select
this factory are provided with "postgis" as a dbtype; this sample value will
not function as it results in the other factory being selected.
