I think the only step you should take before getting commit access is to
sign a copyright assignment to OSGEO (either you as the writer or the
organisation you work for, whoever is the copyright holder of the code
you're donating):

Actually I'm not sure if that is even necessary for community modules...
pretty sure it is for supported modules thought.... hopefully someone
else will chime in and clarify this bit.
