For a community module you just need to describe the module
and ask for a +1 form anhy PSC member. I remember we chatted about
GRASS raster support and I'm excited to see it in GeoTools: +1

Do you have an OSGEO login already? What is the nickname?

Well, after getting a community module you have to push up
the unit testing coverage to ... 40% I think?
And then make a wiki page, state that the code has no IP
issues (e.g., classes coming from other projects with an incompatible
license, patent violations), send a copyright assignment to OSGEO,
and finally the module will be part of GeoTools proper.
