Agreed it should be better to integrate with the existing modules.
That's why I was asking about the relationship with the other TIFF
modules.

For community modules we hand out commit rights basically to anyone
that has signed the contributor agreement afaik. Of course, limited
to the community module itself.

It's for commit access to specific modules with a maintainer that
one needs to post patches to the maintainer.

I may not be remembering properly, it's been
a bit of time since we gave anyone commit access.
