yes, this is the correct place to look for developer's help.

So welcome on behalf of the wider GeoTools developer community, I'm sure 
we'll be looking forward to help you getting started.

Important question: are you planning to contribute the Ingres plugin to 
the GeoTools repository? If so I am sure you can ask for commit rights 
(confined to your plugin source tree) directly on the GT svn. That way 
you could also get code reviews and suggestions easier.
