Generally speaking you just have to ask and describe your module (what it is, what it does), but if you have any interest in moving it to supported status you'll also have to sign a contribution agreement that basically moves the IP of the module to OSGeo (we don't redistribute modules that don't have a clear IP situation behind them). See: http://docs.codehaus.org/display/GEOT/1+Contributors If your work is based on another library you also have to make sure you did not break their license/copied their code without referring to their license and that of course the original license was compatible with LGPL.
