I think the difference is for "data formats" such as CAD or KML where the presentation information is baked into the format.
I once had a talk with James about this; and he wanted us to make an amazing SLD file that would reference each attribute in a CAD dataset and pull it out into SLD terms. For formats that bake in their presentation information the only attributes are styling attributes.
