Fair enough, I guess the moment the contribution assignment is signed we can give Vitali commit access. That still means he has go talk with the module maintainer before making modifications, but once the maintainer is comfortable with the patch Vitali can commit it directly, so that svn history gives credit to the right person (Vitali, that did the work, and not the maintainer, that just reviewed it).
