Hi Jim: We need to jump through a couple of hoops here; some evidence you have read the developers guide; sign a code contribution agreement etc.
The developers guide has the details here: - http://docs.codehaus.org/display/GEOT/2+Committers You can get back to the email list when you have an osgeo id and have sent away the code contribution agreement. I also note that the process module is unsupported; however it does have two module maintainers listed (Michael and Graham). One of them will need to review your work; or otherwise indicate that they are happy working with you. The wps module is only manned by Graham right now (who we have not heard from in over a year). As such we may be able to mark it as up for grabs if you or John would like to look after it? The xsd-wps module is managed by Justin so you will need to submit any patches to him.
