Add support for footprint to mosaic datasets

There are cases where we need to mosaic several datasets which partially
overlap each other.
In such a context, it is also possible that one or more datasets have some
black zones partially overlapped with another zones containing useful data of
the other datasets.
In such a case, it is possible to leverage on a previously configured
"footprint" shapefile containing the area to be considered containing valid
data for each subdataset in the mosaic folder.
When configuring a mosaic on a folder containing also footprint information,
the index builder should then also handle that information by setting up ROIs
for each dataset.
The provided patch will add such a capability.
I will apply it after having setup a standalone testcase with some small sample
data.
