Yeah, OSGeo is struggling to upgrade their servers, including the svn one, which at the moment cannot keep up with the load when the backup processes start (which happens mid of the morning Europe/late afternoon in Australia). At the moment all I can suggest is to try and stay away from those 3-4 hours when the server is not really available.
