At the moment, gml:id attributes are only registered and checked for complex
features, to save simple features from the impact on performance.
However, we have users complaining about xlink:href not being encoded for
duplicate gml:id in simple features.
Ben's suggestion is to enable an option in WFS admin page (xlink:href at your
own risk, for the sake of output validity).
This will be assigned to one of our contractors, who's not a listed developer,
so I'm assigning this to myself for the mean time.
